What do you think?? Trooper case.?

Our state has a Yield to Emergency Vehicles Law. It simply states that on a 4+ Lane Highway a person shall move to the farthest lane oppposite the emergency vehicle on the side of the road. I. E. Traffic Stop with a trooper on the highway. The law also states on a two lane highway a motorist shall slow down to a safe and reasonable speed. The law started to be strongly enforced after a towtruck driver was killed on a highway trying to remove a crashed vehicle off the highway and a motorist struck him with his vehicle. A trooper later in the year was killed when two people travelling side by side on a 4 lane failed to reduce speed and one motorist struck the trooper. A man is contesting that law. He was travelling on a 4 lane highway.with a small shoulder. A trooper was conducting a traffic stop when the gentleman failed to reduce speed and yield a lane for the troopers safety. The trooper gave pursuit to the gentleman. The gentleman became aggravated cause he stated he could not get over cause the driver next to him was right next to him. The gentleman could have slowed down but refused to so as he could move over as the other motorist ped. The gentleman was arrested and had his vehicle towed. What do you think about the scenario?
