If Obama’s budget is for just one year then how can it reduce the deficit some 1.1 trillion over ten years?

It even has things like reduce the Pentagon’s budget by $78 billion over five years. Since a new budget is submitted every year how is this even possible? I am a CPA but I just can’t understand this.
